Will Sacramento-area felons be pursued across state lines?

Across the United States, tens of thousands of wanted felons can escape justice by crossing a state border because police agencies have already decided not to retrieve them. These agencies issue non-extradition warrants, which means they will not leave their state to arrest fugitives, even if they are already in custody. These graphics created by USA TODAY show open warrants issued by all law enforcement agencies by county in the Sacramento area as of May 29, 2013. The figures are based on the FBI’s National Crime Information Center (NCIC) database of fugitives, which is compiled using information reported by law enforcement agencies. Not all agencies necessarily report warrants or changes in status to the FBI database; others don't do so in a timely fashion.
