Sacramento man arrested in Oklahoma for allegedly mailing threats, 'white powder'

Authorities have arrested a Sacramento man in Oklahoma after he was charged with allegedly mailing about 50 letters and online complaints, which included threats to kill government officials, homosexuals, and "white people."

SACRAMENTO, Calif. — A Sacramento man was arrested in Oklahoma, after allegedly sending threatening letters to multiple agencies, organizations, and individuals. 

The Sacramento man was identified as Darnell Ray Owens and he was arrested on March 22.

Owens allegedly mailed about 50 letters and online complaints from February 2018 to March 2019 to entities ranging from organizations and government agencies to individuals.

According to the Office of the United States Attorney, the letters included threats to kill police, government officials, homosexuals, and “white people.” The letters used return addresses for other people he knew, which the US Attorney’s Office said was to possibly have them blamed for sending the letters.

No less than two letters that were sent included what authorities call a biological weapons hoax. They believe the white powder was sent with the intention of being believed as a biological weapon. 

Owens allegedly sent letters to the following places:

  • July 2018 - A church in Dallas, TX with an assassination threat to the pastor - included the white powder
  • August 2018 - Sacramento county Department of Revenue Recovery, with white powder, a threat to kill “a lot of people,” and burn the department down
  • October 2018 - KTXL Fox40, with a threat to kill certain employees at the station
  • Sacramento County District Attorney’s Office, with a threat on the life of the District Attorney

If convicted, Owens could a face maximum statutory penalty of five years in prison for each count. This case is still part of a ongoing investigation by multiple agencies.
