Authorities have identified the victim in Tuesday night's shooting outside a Natomas library, and they say the killing was targeted. And the Sacramento unified School District says they will run out of money by November 2019 if something isn't done.

Police have now identified the woman who was shot and killed in Natomas Tuesday night. Amber Clark was shot on Del Paso Road, and Sacramento Police believe the crime was targeted.
