Port of Stockton commissioner arrested on DUI, manslaughter charges

The 77-year-old was arrested for vehicular manslaughter and driving under the influence.

STOCKTON, Calif. -- Port of Stockton Commissioner Victor Mow is in jail for manslaughter, following a crash on November 28.

The crash happened near the intersection of Country Club Boulevard and Fontana Avenue just before 8 p.m., according to the Stockton Police Department. Officers were called to the scene on a report of a vehicle versus pedestrian collision.

When officers arrived they found an 82-year-old man in the road; he was pronounced dead at the scene.

Mow, the former vice mayor of Stockton, stayed at the scene after the crash. Traffic investigators found that he was under the influence of alcohol while driving.

The 77-year-old was arrested for vehicular manslaughter and driving under the influence. Mow was booked into the San Joaquin County Jail.

Days before this fatal crash, a hit-and-run crash took place on the same street. One person was killed in the 2000 block of Country Club Blvd. while in the crosswalk on November 21.

During an area search police successfully located the Nissan Sentra that was spotted fleeing the scene.

They found the owner of the Nissan, identified as Randy James Scott, Jr. at his home across the street from where the car was parked. Based on the 29-year-old's behavior, they determined that he was intoxicated.

Scott, Jr. was booked into the San Joaquin County Jail for murder, felony DUI and felony hit-and-run.
