FEMA 'will not address all housing needs' for Camp Fire survivors
The federal disaster agency acknowledges that its efforts to provide housing has been slower than anybody wants, but local leaders say that's because FEMA wasn't prepared to handle a disaster the size of the Camp Fire in a relatively rural area.
