Man convicted in 2009 Sacramento County freeway shootings granted parole

Frank was convicted of four freeway shootings between August 22 and September 9, 2009. Each victim was Hispanic or Black.

SACRAMENTO, Calif. — A man convicted of multiple Sacramento County freeway shootings in 2009 was granted parole after serving 14 years of his 90-year sentence.

The Sacramento County District Attorney's Office says Kyle Douglas Frank was granted parole April 10.

Frank was convicted of four freeway shootings between August 22, 2009, and September 9, 2009. Each victim was Hispanic or Black. Frank tried to kill eight people, according to the district attorney's office.

Frank was convicted March 14, 2011, of eight counts of attempted murder among other charges. When he was in prison, Frank assaulted a Black inmate and another inmate to align with a white prison gang, according to the sheriff's office.

"Given the extreme violence and trauma inflicted on the victims in this case, this inmate should not have been granted parole after serving just fifteen percent of his prison sentence,” said District Attorney Thien Ho in a statement. “My office has submitted a letter to the Governor asking him to intervene and refer this decision to the full Board for en banc review and rescission.”

Case History

August 22, 2009: A Black man was driving along I-80 next to Frank's car. When the man looked over, Frank yelled a racial slur. The man tried to drive away, but Frank caught up and yelled more racial slurs while shooting several rounds at the man's car, hitting the passenger door six times.

August 31, 2009: A Hispanic woman was driving a minivan with her 5-year-old and 14-year-old children inside. When the woman got to Florin Road, Frank began tailgating her. As the woman and Frank got onto I-5, Frank cut her off at the on-ramp. He yelled at the woman and fired four gunshots at her vehicle, hitting the minivan several times.

September 6, 2009: A Hispanic man was driving near Frank's car along a freeway. Frank was weaving in and out of traffic. The man got into a road rage incident with Frank and tried to drive away. Frank fired five gunshots at the man's car. 

September 9, 2009: Three Hispanic family members were in a vehicle driving along I-80 attempting to exit on Antelope Road. Frank used his vehicle to prevent the people from exiting. Frank used a racial slur and fired several shots at the vehicle. One of the bullets grazed one of the occupant's legs.
