Former Stockton Unified president arrested amid investigation into district credit card usage

The sheriff’s office says all seven trustees’ credit card usage was analyzed and they found Flores’ non-compliance with policy was “intentional."

STOCKTON, Calif. — The former Stockton Unified School District board president is now facing multiple felony charges.

According to the San Joaquin County Sheriff’s Office, the Friday arrest of AngelAnn Flores comes after an investigation into theft of public funds and insurance fraud.

The sheriff’s office says the SUSD interim superintendent reached out to the sheriff’s office in April 2023 concerned about Flores’ potential misuse of funds through her assigned district credit card.

The sheriff’s office began investigating and found probable cause to execute a search warrant of Flores’ devices and other evidence.

The findings were presented to the San Joaquin County District Attorney’s Office who found an arrest warrant for four charges was appropriate.

Those charges are theft of public funds to purchase fuel and food for personal gain (felony), grant theft of money exceeding $950 (felony), embezzlement (felony) and insurance fraud by filing a false insurance claim resulting from a non-SUSD-related accident (felony).

The sheriff’s office says all seven trustees’ credit card usage was analyzed and they found Flores’ non-compliance with policy was “intentional, egregious and clearly for personal gain.”

An investigation into allegations of potential bribery and/or conflict of interest is ongoing.

Flores was voted out from her position by the Board of Trustees in December 2023.

A statement from the San Joaquin County District Attorney's Office is below:

"Today, the San Joaquin County District Attorney’s Office filed a criminal complaint in Superior Court from this afternoon’s arrest of former Stockton Unified School District Board President Angel Ann Flores conducted by the San Joaquin County Sheriff’s Office. 

Flores faces four felony charges including PC550(A)(4) Making false or fraudulent claims, PC424a (1) Embezzlement by public officer, PC487(A) Grand theft: money/labor/property, and PC504A Embezzlement by public or private officer.

These charges stem from a complaint from SUSD, investigated by the Sheriff’s Office. 

Bail has been set at $175,000. Arraignment is expected at the Superior Court early next week.

The DA’s Office continues its investigation and will provide additional details as they develop. No further comment will be provided at this time."

Flores' lawyers provided a statement to ABC10 Friday which, in part, read: 

"Make no mistake, Angelann Flores is the victim of political retaliation and is paying the price for raising her voice fight corruption and for the well-being of Stockton Unified students.  Over the past several years while millions of dollars and fraudulent practices have occurred in connection with the School District, Angelann has been working with Federal Investigators to prosecute those who are responsible.  For her courage, she has been harassed and bullied by a local social media group's hand-picked elected official."
