California Storm Watch: Roadway flooding reported on Highway 99 in Modesto

Heavy rain continues through early Monday. People should be prepared for possible flooding Monday morning.

SACRAMENTO, Calif. — A series of atmospheric river storms brought heavy downpours to the Valley and Foothill regions and is forecast to bring more widespread heavy rain and showers on Monday.

A Flood Watch is in effect for the Sacramento Valley and Sierra foothills from Sunday afternoon to early Tuesday morning. A Winter Storm Warning is now in effect for the Sierra and will continue until Monday evening.

Here are the latest road conditions and an interactive Caltrans map.

Highway 99

  • CHP and Caltrans are responding to roadway flooding on southbound Highway 99 near Tuolumne Boulevard.

Interstate 5

  • A jackknifed big rig on southbound Interstate 5 at J Street has traffic backed up near Del Paso Road as of 10:30 a.m., according to Caltrans maps. The big rig is blocking lanes 2 through 6, according to California Highway Patrol. According to the Sacramento Fire Department, a Hazmat team is investigating and diesel from the big rig spilled on the roadway. It's unclear how much diesel spilled on the road. There is no estimated time southbound I-5 will reopen.

Interstate 80

  • Chain controls are not in effect, according to Caltrans.
  • Eastbound  I-80: Eastbound trucks are being screened at Applegate in Placer County, according to Caltrans.
  • Westbound I-80: Westbound trucks are being screened 5 miles west of Reno /at Mogul in Washoe County, according to Caltrans.

Highway 50

  • Chain controls are not in effect, according to Caltrans.

Flooding Concerns

The California Governor’s Office of Emergency Services is bracing for the potential for flooding by prepositioning personnel and fire engines. The 26 crews will be prepositioned in El Dorado, Del Norte, Humboldt, Lake and Glenn counties.

El Dorado County has the most crews prepositioned with the Office of Emergency Services dedicating five local government engines and four local government overhead vehicles to the area.

Sacramento County residents concerned about flooding can pick up sandbags at 3847 Branch Center Road, 6826 Hazel Avenue, 7320 Florin Mall Drive, or at 7995 Elwyn Avenue.

The California Department of Transportation asked members of the public Friday to delay any mountain travel if possible due to predicted stormy conditions.

The state's largest energy utility company, Pacific Gas and Electric, posted to social media warning residents about the storm.

In a post on X, PG&E asked people not to touch any downed power lines, to have fresh drinking water and ice ready, to charge cell phones and laptops, to use generators safely if needed, to have alternate plans for medicines to medical devices and to use flashlights instead of candles in the event of a power outage.
